I visited the Town of Lockport’s Historical Society yesterday. They are housed in an old one-room schoolhouse on Lower Mountain Road:

They were selling books as a fundraiser for the society and I picked up Of Grave Importance: The Restoration of Institutional Cemeteries by David Mack-Hardiman:
Within this small book there are a few pages with pictures where the author talks about the Niagara County Poor House cemetery including a description of how they found it and their efforts to restore it.
The book states that over 1400 residents of the Niagara County Almshouse were buried in that cemetery with very few headstones to honor them.1
